This publication implements Air Force Policy Directive 65-3, Audit Services. This publication also provides guidance on follow-up policies and responsibilities for monitoring and closing findings and recommendations in internal reports.

AFI 65-202 Administration of Base FM Quality Assurance Program

The instruction implements the Air Force Policy Directive (AFPD) 65-2, Managers’ Internal Control Program. This instruction provides general guidance for the Quality Assurance Manager (QA Manager) to administer the Quality Assurance Program (QAP) in base level financial management (FM) operations. It applies to all civilian and uniformed members of the Regular Air Force, Air Force Reserve (AFR) and Air National Guard (ANG).

Air Force Conference Hosting Guidance

AFRC RPA Obligation Uniform and Organizational Clothing Purchase Initiative

The staff has provided two options below for consideration as you begin assessing shortfalls that can

be addressed. 

(1)   Uniforms for prior-service members. The staff continues to hear concerns from the field that many units have prior-service Airmen that do not have the basic issue of 4 sets of OCP and/or a complete set of Blues. These instances have led directly to ARC deployment discrepancies, personnel arriving in the AOR without required uniforms/cold weather gear, and Airmen arriving to Tech School without the mandatory uniform compliment.  Follow guidance in attached PIM 20-006 for funding allowance information.

(2)   AF Maintenance Duty Uniform (MDU). The Air Force authorized the purchase and wear of the AF MDU/Coveralls on 7 February 2020 (DAFI36-2903). The MDU is classified as Organizational clothing and, IAW AFRC PIM 20-006,Commanders are authorized use of Reserve Personnel Appropriation (RPA) Funds for MDU/Coverall purchase. Airmen in AFSC’s: 2A, 2F, 2G, 2M, 2P, 2S, 2T, 2W, 3E, 3D and 1P are authorized to wear the MDU. HQ AFRC has confirmed that PIM 20-006 is still valid and applicable.

NOTE: Any RPA funds utilized to order standard uniform items IAW AFI 36-3012, Attachment 3 will need to be obtained using KYLOC IAW 23-101_AFRCSUP, Chp 11.3 BL: Please be on the lookout for the funding distribution to your 721 accounts and be prepared to execute immediately upon receipt of funds.

DAFI 64-117, Government Purchase Card Program

This publication implements AFPD 64-1, The Contracting System. This publication provides guidance and procedures for the management of the Government Purchase Card Program. It implements and supplements sections of the Department of Defense (DoD) Government Charge Card Guide for Establishing and Managing Purchase, Travel, and Fuel Card Programs (August 28, 2014, revised.) Refer to the DoD Guide if information is not discussed in this Air Force
Instruction (AFI); if this AFI is in conflict with the Guide, the Guide takes precedence. This AFI applies to all AF Government Purchase Card (GPC) purchases utilizing appropriated funds. (Reference AFI 34-275, Air Force Non-Appropriated Fund (NAF) Government Purchase Card Program [Recently changed to AFMAN 64-302] for purchases using Non-appropriated Funds.) This publication applies to all active AF and Air Force Reserve Command (AFRC) units, and Non-AF tenant organizations issued GPCs or convenience checks through an AF contracting activity.

This manual implements DoDI 7770.02, Uniformed Services Pay File. This manual prescribes procedures on processing pay and allowances for members of the Air Reserve component of the United States Air Force. This Air Force Manual (AFMAN) applies to all Air Reserve Component organizations, including Air Force Reserve (AFR), Air National Guard (ANG), and Reserve Officers Training Corps (ROTC). This manual applies to all Reserve Component (RC) Payroll Offices and any other accounting and finance offices which support ANG and AFR for military pay payments and funds accountability. This AFMAN may not be supplemented.

SAF/FM rescinded AFI 65-601, Volume 1 and replaced it with DAFMAN 65-605, Volume 1. This created confusion, because the DAFMAN essentially references the AFI beginning on page 10.

AFI 65-103, Temporary Duty/Special Orders

This instruction implements Air Force Policy Directive 65-1, Management of Financial Services. It provides guidance on the preparation of orders (e.g., Special Orders, orders for Temporary Duty (TDY) travel, and emergency leave). It explains and provides information on how TDY and special orders need to be written, funded, and handled to ensure funds certification, entitlements, and obligations are handled appropriately for proper awareness by the traveler; issuance by various agencies involved with travel; and ultimately settlement of such claims is possible.

AFI Crosswalk of A1 Regulations

I realize this site is devoted to Financial Management news, but we often work side-by-side with personnel and it’s important to at least be familiar with their regs and their recent changes.

To comply with the Secretary of the Air Force’s Publication Reduction Initiative, the A1 Community reviewed 383 directive publications.  The team revised or rescinded outdated publications or those inconsistent with other documents, and consolidated information from like programs to create an A1 library of only 160 publications.  This new library pushes decision making to lowest levels possible, allowing Airmen to use good judgment in accomplishing the mission and reviving a culture of centralized mission direction and decentralized execution.  In response to your concerns, the A1X Pubs Cell updated the attached Pubs crosswalk to bridge the historical publication numbers and current/future publications.

I pulled all finance forms from e-pubs and extracted the table using Power Query. In the future, I’ll put together videos and instruction on how to scrape websites to pull similar information. It’s an incredibly valuable skill and is relatively easy once you discover a few techniques.
